Melody Webb, Executive Director
Melody is a graduate of Harvard University and Harvard Law School. She has spent her career practicing public interest law, both paid and unpaid. After law school, she clerked for the Honorable Emmet G. Sullivan, then on the District of Columbia Court of Appeals. Since then, Ms. Webb has focused on legislative and policy advocacy as Systemic Reform Attorney at the Washington Legal Clinic for the Homeless, as Legislative Counsel for US Senator Robert Casey, and as Associate General Counsel for Service Employees International Union. While at home raising her young children between 2002 and 2006 she ran several pro-bono advocacy campaigns on a variety of topics, working with local and national partners. She was quoted in the media often, including an appearance on the Dianne Rehm Show on NPR. She has supervised public interest attorneys as Legal Director for the Employment Justice Center, and public interest attorneys as Pro Bono Counsel for Neighborhood Legal Services Program of the District of Columbia. In addition, Ms. Webb has represented indigent parents through the Counsel for Child Abuse and Neglect of the DC Superior Court, and served on the DC Superior Court, Court Improvement Program Advisory Committee. In 2016, the student body of Harvard Law School selected her as the alumni Gary Bellow Public Service Award recipient. She has taught on the intersecting topics of race, class and family law.

Dorbor Tarley, Policy Researcher and Organizer
Dorbor Tarley holds a Master of Science in Public Health from the Johns Hopkins Bloomberg School of Public Health, with a concentration in Population, Family, and Reproductive Health. She earned certificates in Maternal and Child Health, Adolescent Health, and Health Disparities and Health Inequalities. Dorbor was one of only two master’s students in her 2022 cohort to receive the prestigious Maternal Health Training Grant and was the sole recipient of the Blum Scholarship for Advancing Health Equity.
She also holds a Bachelor of Science in Human Development and Family Science from Syracuse University. Originally from Providence, Rhode Island, Dorbor relocated to the DMV area in 2022 to pursue her graduate studies and deepen her commitment to public health.
Her passion for research and policy took root at Syracuse, where she conducted a three-year independent study examining maternal health, specifically focusing on how colorblind racial attitudes and empathy influence physician-patient interactions. At Johns Hopkins, Dorbor continued her maternal health work, this time with the School of Nursing on a Delphi study evaluating interventions to improve maternal postpartum hypertension care. Her research has consistently centered on Black maternal health disparities and the structural inequities embedded in the healthcare system, drawing on both qualitative and quantitative methods to assess policy and practice.
In her free time, Dorbor enjoys long walks with her puppy Ginger, exploring D.C.’s neighborhoods, reading—she once read 50 books in a year—and crocheting.

Ditesha McEachin, Outreach Fellow
Ditesha is a mother of three living in Southwest DC who has worked with Mother’s Outreach Network for two years. In her free time she enjoys spending time with her family, hosting family gatherings like cook-outs and karaoke nights at her house, or just taking the kids out to the playground and park to spend time with their cousins. Her favorite spot in DC is the Wharf.

Tenika is a mother of three living in Anacostia who has worked with Mother’s Outreach Network for over a year. In her free time she enjoys going to movies, restaurants, and museums with her kids. Her favorite spot in DC is the Wharf.

Maria Jackson, Legal & Advocacy Fellow
Maria is a mother of four living in Northwest DC and who has worked with Mother’s Outreach Network for nearly three years. In her free time she enjoys traveling with her kids, getting dressed up to go to restaurants and concerts, and speaking what’s on her mind. She uses a wheelchair sometimes but still likes to exercise. She is also a junior at Strayer University in Science and Criminal Justice on the Dean’s List; when she finishes school, she would like to work with young children to prevent them from being in the justice system and to continue being an advocate with Mother’s Outreach Network.

Tarshe is a mother of two living in Southeast DC who has worked with Mothers’ Outreach Network for two years. In her free time she enjoys spending time with family, traveling, go kart racing, skating, and going to restaurants. Her favorite spot in DC is the Wharf.
